I recently stayed for a long weekend in DC. River Inn is in Foggy Bottom, K and 25th NW, and had great winter weekend rates - $79/nt including continental breakfast. It was a hotel suite/apartment with a separate bedroom, sleep sofa, and a kitchen so you can prepare light meals to save money. It is a little out of the way from the sights but inexpensive and walkable to Georgetown and metro. I felt safe around there. There were always people out even late as there are GW Univ. students walking around and people going to Kennedy Center for performances which also has free perfomances every night at 6pm.

If this is the Hoiday Inn near Thomas Circle, it's not the greatest area. I second Beverly's suggestion of the River Inn (or any other property in Foggy Bottom). It's a nice enough neighborhood (I work there), very close to the Metro, and within walking distance of Georgetown and its restaurants.
