Some restaurants have staff that is not reliable. there is a place in my neighborhod - a decent place - that will no longer take CC orders over the phone - since there were so may instances of misuse of CC immediately after phone ordering to them. (I had to get a new AmEx card when someone tried to charge 8 plane tickets to mine 2 dyas after we ordered from there.) Two of my neighbors had a similar problem. so, now they only do it in one place in the restaurant with a manager watching.
(You would think they could find out who is doing it - but I have a suspicion it's a relative of the owner.)
