Fun restaurant nyc for 19th birthday

Looking for a fun restaurant for dd and friends to celebrate her 19th bday. They really don't care about the food as long as the place is fun. There will be approximately 12 girls. Looking to spend between $30-$40 pp.

Assuming they are NYC 19 year olds? The Frying Pan opens back up at pier 66 this weekend (it was closed for a year) - how about an outdoor party there- slammin music, fun crowd:

Or maybe Spotlight: http://www.spotlightlive.com/
might skew a little younger.

Or maybe a birthday brunch at someplace like The Park or Pastis.

For fun Mangia y Bevi.

Flea Market, hip atmosphere, younger crowd, French bistro, burgers, steak frite, salads, electic decor. The neighborhood starts on Thursday night and ends Sunday morning.

Xunta, tapas, young crowds, some nights they have flamenco (see above for neighborhood)

Negril Chelsea-Great Jamiacan food with fun atmosphere

Don't care about the food so long as the place is fun? Sounds like Lucky Chengs to me -- especially for a group that age.

I also think of Tao.

The Eatery. The waiters there are young and fun, which adds to the atmosphere. It's also where my friends and I like to go for celebrations, although we're far from 19.

Mangia e Bevi? In Hell's Kitchen? Talk about a "blast from the past."

When I lived in Manhattan I would have dinner at Mangia e Bevi almost every other Sunday afternoon with my friends Mark and Greg. There was an Italian waiter there who was so gorgeous I would shake when he walked by the table.

I HATE Lucky Cheung's in Alphabet City (It used to be the wild club Cave Canem back in the 80's). The last time I ate there the food was mediocre and the Asian drag queen waitress aske MY BOYFRIEND out on a date!

BITCH!

What about Chinatown Brasserie?
