It depends on how much time you have and whether you are by yourself. If you are by yourself, it's not hard to find your way around. Our favorite lobster shacks are small so best visited by car. The view of Casco Bay from the Eastern Promenade is nice. Lots of people enjoy picnicking. The view is even better from the south side, Fort Williams park. Take some snacks and binoculars. We like to travel with folding bag chairs in the trunk so we can always find a seat. Sometimes we find a pretty spot and enjoy reading and watching the water. You might enjoy the walking tour of the Old Port area "foodie tour". It was ok but not one of the best ones we've been on.

You might want to take a boat ride to Peak's Island (20 min) and walk around for an hour or two. There are boats to several of the other islands, too. You can walk to ferry.
