I'm assuming your question regards one site where you can see <i>award</i> availability for different carriers?
Is so, no. Each airline, with a few exceptions, <i>may</i> allow you to book FF award seats on-line, and there are a few that will show you availability on some (not all) partner airlines, but there's no omnibus site where you can see availability on non-partner airlines or just browse in general.
A couple of paid services like expertflyer.com allow you to view some award inventories on some carriers using the "hidden" booking codes (e.g. upgrade availability on American Airlines) but as a rule only members of airlines' FF programs can see award inventory on those airlines that do post it, and only after signing in.
