You are referring to the northern portion of the Richardson Hwy (see: https://goo.gl/maps/IxA4b)
It is paved.
All rental vehicles are allowed to use it.
It's a particularly beautiful drive in the fall.

I am interested in scenery and wildlife and seeing as much as possible. I am planning on doing a big loop.
Fly into anchorage
Drive to Seward, Exit Glacer, Kenai Fjords tour
Drive to Denali, shuttle tour?
Then to Fairbanks, Delta Junction, Glennallen and back to Anchorage.
From there I need to figure out transportation back to Seward for a Southbound cruise to Vancouver.

I am planning for mid June 2016 (was considering end of August but read the weather could turn rainy)Hoping there will be less crowds mid June vs August.
I will have 8 days for the Mainland portion.
Fly in Sunday. Hit the road Monday and cruise out the following Monday. The cruise doesn't leave until 9pm so we have all day Monday to get from Anchorage to Seward.
I did read somewhere that you can check your bags through to the cruise ship at the train. Will have to research this.

Since your cruise is departing from Seward; consider something like this:
- arrive in ANC & head to the Girdwood/Portage/Whittier area
- then head north for your 'loop' (north on the Parks Hwy to Denal & Fairbanks, then south to ANC on the Richardson & Glenn.
- take the train from ANC to Seward a couple days before your cruise. Seward has a lot to do & you don't need a car there (walk, cabs, shuttles, etc.)

I actually did have this itinerary at first. Didn't realize I didn't need a car in Seward. good to know.
Also read how beautiful the ride was to Seward and thought maybe we would detour a bit toward Kenai on the way.
Thank you also for the link to the train schedule. So there is only one train a day to Seward?

Unless you have time to spend in Homer, at the end of the Kenai Peninsula, I would stay in Seward, and do the activities there, before getting on the ship.
There is not much to see between Cooper Landing and Clam Gulch/Ninilchik, for inlet views.

Both the train and the car both have beautiful scenery on the drive to Seward. IMO the best part is between ANC & Girdwood/Portage/Whittier.
If you were to use a car to get to Seward, I wouldn't go to the city of Kenai (too far off course), but if you have time, I'd defeinitely take the 'detour' to the Russian RIver campground (on the highway that goes towards Homer/Kenai) and hike into the Russian River Falls. At/about the last 2 weeks of June, the salmon will be there jumping/climbing the falls & that is absolutely amazing to see (the hike is an easy trail that's 2.5 miles oneway).
