A private car service with full-size sedans for use to/fro airports (they charge about the same as taxis) and in areas of the city without enough taxis.

(I have always just grabbed a cab in DC and never had trouble getting one.)

I've never heard of anything exactly like that in DC. I think due to unions there isn't that much competition at the airports. You have some group shuttle van services, and then taxis. I think Washington Flyer has a monopoly at Dulles (they have private cars, but they aren't cheap). I think there are some other limo services that would do that,just check the phone book. If they cost the same as a taxi, what's the point, though.
