I've seen lots of discounters web sites offering "up to" 25% off a Budget car rental, but have only been able to find 15% at the best. Does anybody know which site actually has the whole 25%?

Don't hesitate to check the major agency websites directly. I just rented a car for two days - mid August weekend. It was $60 incl all fees through Hotwire, $70 through Expedia, $70 direct from Avis and less than $50 from Hertz! There was no special deal being offered - just their standard "weekend rates". Always worth checking.
