Portland and Seattle are both friendly for public transport. Also lots to see on foot in Seattle.

Here's another recommendation for Seattle, Boston and San Francisco. The walking tours offered by the Public Library in San Francisco are terrific.

Santa Fe--lots of restaurants, galleries, shops, hotels, museums, historic sites within walking distance of the historic plaza.

Europe is for you.

Virtually every city of interest can be easily explored by walking and using public transportation.

You'd need a car for the state of Vermont imo (I used to live there).

Sincer you asked... North of the border (where I live), while I understand public transportation is not so hot in the Albertan cities (Calgary, Edmonton), almost anywhere else I've been (even some smaller cities), have been very enjoyable to visit by foot or with public transit. (For less populated areas of Canada, options are more limited).

Very enjoyable carless cities to visit included:

Montreal & Toronto
Halifax, Nova Scotia
Quebec City, QC
Sherbrooke, QC
Kingston, Ontario
Niagara Falls, Ontario
Toronto, ON
Ottawa, ON
Winnipeg, Manitoba (mind you I was only in the Forks area)
Vancouver, BC

...which is every city I've been to in Canada...

Both Mexican cities I'd been to passed muster by foot & public transit. Unlike in US/Canada, buses seem to go just about everywhere one wants to go in our Southern neighbour.

Monterrey, Nuevo Leon
Mexico City

Had a blast in both! DAN
