Like any program set up by a government agency, the correct answer is "it depends." ;-)
If you pay cash, the fare is $2 on buses and trains. The bus fareboxes will accept cash, but at train stations you'll have to buy a card from the vending machine.
At train stations, a farecard is still considered cash and the fare is $2. However on buses a farecard is eligible for the prepaid discount, so the fare is only $1.75.
A 1-day pass is $5, a 2-day pass is $9 and a 3-day pass is $12. There are also 5 and 7-day passes. Check www.transitchicago.com for complete info.
