In most cases, yes.

It depends on whether or not your room is ready.

You can check in at any time. If your room is not ready, most hotels have the facilities to store your bags.

When the hotel says that checkin time is 3 p.m., it means that they can't guarantee that your room will be ready before that time...though it may be. At the same time, if the hotel is really busy with a lot of turnover that day, there's no guarantee that your room will be ready after 3 p.m. either!

We always call and request an early check-in. Just make sure you do this well in advance of your arrival; We've never had a problem.

I'll be checkin it.

The earlier you check in, the lower the available inventory of rooms "ready to rent" is. You might get one of the less desirable rooms, especially if the hotel had a "full house" the previous night. Or be willing to merely check-in but not use the room yet, willing to wait until housekeeping has cleaned more rooms.

Always avoid checking in too early or too late.

dmd47 : why not ask the hotel, directly?
What is the real question?
