cdc testing guidelines

i'm travelling to US in april, the CDC guidlines says that for fully vaccinated it is recommended to test on day 3-5. couple of questions :
1) is it enforcable?
2)is it a must, should or could directive?
3) can you use the at home test kit?

Enforceable? Yes
It IS a must.

As far home test kits go, I don't know it the results last for very long before it fades, it may last for 3 days and then it may not. I suggest you check with the US govt web sites again regarding international travel.

The health dept on your home country might have better information on this.
