Lighters are prohibited. Matches are not. You can bring up to 4 books of matches on your person or in your carry on.

If she'd have done the right thing and just given the guy next to her the 'evil eye' glare, and tsk tsk'd a few times, she'd have been home free. How embarrasing to bring down the whole plane.
