If you want to include other costs, if someone works in the burbs and earns their money in NYC, the toll on the Hudson crossings are $11 a day with an EZ Pass and of course that does not include garage costs or gas. If you want to take a commuter line from say Chappaqua where the Clintons live, that would be $289 a month plus parking at the station.

And if you have a rent controlled or stablized apartment the yearly increase is a function of the legislature not the property tax. And if it is market priced apartment, it is what the market can bear.

NYC does take advantage of its visitors with its burdensome hotel taxes. And there was a commuter tax until 1999, but since the vast majority of state legislators live out of NYC it was unpopular. NY State does have a tax for those from other states who work in NYC, however.
