Snowshoeing, snowmobiling or sledding are all available in the area. I'm not really a snowmobile kind of person (the noise gets to me), but even on the shorter snowmobile tours, you can get to places with incredible views. There's ice skating at the indoor arena. And how about dog-sledding? There are many ways to enjoy the outdoors in Breck without being on the slopes. By not being a skiier, do you mean downhill or any kind? Cross-country skiing is easy to do, even the first time, and is a beautiful way to enjoy the scenary. There are two cross-country nordic centers, the Breckenridge Nordic Center, which is on the way to Breck's Peak 8, and Gold Run Nordic Center, which is about 3 miles north of town at the gold course. You can also rent snowshoes at the nordic centers and take their snowshoe trails there.
If you're interested in shopping, you could drive or take the bus to the outlet stores in Silverthorne/Dillon or go to Vail. At Vail, there's "Adventure Ridge," which is at the top of the gondola (beautiful views, of course), and has all sorts of non-skiing acitivites, including innertubing.
There are some historic buildings in town; check with where you're staying on locations and open times. I think the Country Boy mine, located just outside of town in French Gulch, is open year-round.
In Breck, the Crown has coffee drinks, alcoholic drinks, light lunch/snack items and ice cream. Lots of comfy sofas, games and reading materials; a good place to hang out (but no mountain views). If you like craft activities, there's Ready, Paint, Fire, where you can paint ceramics that they will then fire for you.
