Northampton, Massachusetts - hits 9 out of 10 of the things on your list ( the website Epodunk rates Northampton as the most politically liberal medium-size city (population 25,000–99,000) in the United States). We have every single thing on the list except the weather.

And as others have said winter is not necessarily a bad thing. When my kids were little one of my best friends lived in southern Arizona and said that was worse - summer's there you couldn't let your kids play outside for any length of time, have to spend all your time going from AC house to AC car to AC work/shopping. At least in New England you can play in the snow, take a brisk walk, etc. She wished she was back in the northeast. And we have essentially zero hurricane, tornadoes, earthquakes, etc. Of course having said that I can't wait to get old enough to retire and spend winters elsewhere, but I'll never leave for good.

No place with all that going for it is going to have a "low cost of living". The list contradicts itself.

That said, I think California comes the closest to having the most of what they want. Followed by Portland or Seattle if they can give on the weather.

If you want any type of liberal climate stay out of texas. Even Austin, is way to consertative, remember, george bush, ted cruze, and others are representive of government in this state, moved here but made a big mistake and with reale state values failing to recover I am going to have to take a loss to move some where else...think about this before moving into the lion's den.

Ann Arbor, Michigan. Though we do have winter. I have lived in Texas and southern CA and would never ever live anywhere again that does not have all four seasons.

No sure how 77derf got there - but can;t imagine anyone doesn't know that Texas is uber conservative and most real estate prices are rock bottom versus almost anyplace else.

Boulder might fit the bill. Winter is not unpleasant, but not warm. Has most other things on your list.
