I leave Friday for our trip. Just thought I would inform the thread on my final research. Remember the question was how to transport the spray, not whether it was effective.

All commercial shippers, UPS, FedEx, etc require you to be a hazardous shipper. That requires background checks and something just shy of CIA clearance for a job at the Whitehouse.

US Mail will ship it on the ground when it is properly marked. It goes by truck to Seattle, then boat to Anchorage. This takes 2-4 weeks from Denver. I didn't have enough time so if I need spray, I will buy another can there and donate it to the last backpacker I see before flying home.
