Get rates of the car you want, with the features you want, for the dates you want; either at the airport or within the city.
One of the options of Kayak is to simultaneously get rates from Hotwire and Expedia. In some cases you get only the rate, not the company, but a car's a car.
With this info, you are a lot more likely to make an intelligent use of Priceline and get the best possible rate.

I just booked a week in Sept on Hotwire. It's very expensive from the airport, but more than 1/2 the price if you book in the town of Anchorage. I got a week for just over a $100 instead of $300 or $400. You will need to take a taxi, but it is only 3.5 miles from the airport.
