The Four Seasons Hotel on M Street in Georgetown is probably my favorite.

If you're up for something different and casual, with an Asian bent, Teaism has a lovely selection of tea (and edibles).

The Four Seasons of course is a beautiful, luxurious place to go for tea. I saw that someone suggested Teaism - I like this place, plus they have this great salt cookie. There is also a place in Georgetown on M Street, across from Paparazzi called Ching Ching Cha, very serene and serve snacks.

I like Teaism, too, but be aware that this is a tea-serving version of a coffee house. No table service, casual and even funky. If you want a fancy, English-style tea, try the Four Seasons or the Willard.
