8-hr. layover at New York's Kennedy Airport -- Suggestions?

Really warn against the Airtrain, it takes a very long time and wasn't well planned out. I took it once to save cab fare and wished three times over again that I had splurged the $45 on cab back home. You also have to wait for connections with subways.
Just a shot, but I would consider taking a yellow cab (probably ~$25-30) (recommend against gypsy cabs) to Brooklyn Heights and spend time on the Promenade. You can have a nice lunch/dinner/breakfast depending on time at a restaurant with a lovely view of the City sky-line (incl. ESB), the bridges and the Statue of Liberty and wander around a part of NYC that most tourists don't go to. If you miraculously find yourself with extra time to kill, you could even cross the Brooklyn Bridge and take cab to City from there.
I am not familiar enough with Brooklyn Heights to recommend restaurant, so perhaps someone else can.
I agree with other posters that 8 hours is very little time since the airport is at least 30 min away from Manhattan on a good day.

ok, just an opinion. my experience was that the trip from midtwon to jfk on subway/airtrain combo is 1 hour and we nearly missed the 1 hour cut-off time to be at airport for international flight. maybe my trip was unusually long.

True, was just trying to keep time down. If using train and interested in Brklyn Heights, you can take A train to High St.
Also --and this is a bit ridiculous-- if you have the extra cash, there is a helicopter option. I believe it's $100 and it flies right from the airport to the West Side of Manhattan in 10 minutes. Bloomberg touted it as a serious option some time last year. It's not for the budget minded traveler.
