You can only get one if you live in a European country with a national health system. Do you? If not, do you also know about the Schengen limits on length of stay?

EHIC cards are only issued to persons legally residing in EU countries. The health care you are entitle to depends upon your country of residence and your status - not all countries provide reciprocal care to short term residents (i.e. students, those on temporary work permits).

You cannot buy international insurance in your home country?

That website only lists the countries that accept EHIC. It says nothing about whether you qualify to get one.

What is your nationality, and what is your country of residence?

Even if you qualify for one, which you do only if you are insured for health care in an EEA (not only an EU) country, you need insurance as well.
Not all countries that accept the EHIC have free health care - and the EHIC only entitles you to health care at the level the residents of the country you are visiting receive. If you need more complicated treatment or transport home then you will have to pay for it unless you have insurance.
