Montevideo is a nice place to just wander around, but don't miss the restaurants in the market in the old town.

There are some very interesting museums in Montevideo. Museo Torres Garcia is one of my favourites, as I am a huge fan of the artist. I also found the Museum of Memory on the outskirts of the city really interesting, but you would need to be able to read Spanish.
For the most amazing steak you will probably ever have visit the Mercato del Puerto.
There's a walk along the bay, The Rambla, that's very enjoyable on a fine day.

I think the Mercado del Puerto has turned into a tourist place., you shall be better of having lunch in a place favored by locals.
You can take a taxi and ask to be taken to the Golf Club, there is only one. The restaurant is opened to the public and you shall enjoy a great view, good food....I think this is a very good doable thing and then from the club they can call a taxi to get you to the ship.
I think there is a hop in hop out bus leaving from the puerto which is Municipal service, I would take it and depending of the day of the week, visit the Torres Garcia Museum and the Cabilfo zmuseim in them in the main Plaza.
What I meant was take the bus for a tour, and for lunch a taxi from any place in town to the a Golf club.
Unfortunatly security wise things have changed for the worst so be alert, do not carry a hand bag if possible and carry some money in a belt or pocket.
You can change dollars or euros in many change offices all over town but any shop or restaurant would change your dollars, be aware of the exchange rate.
If you like put in Fodors any other question and I shall try to respond.
It sadness me to tell you security has gone down same thing or worse in Argentina.
Alertness is the way to go.sad but true.

We really enjoyed a terrific day seeing Montevideo with a personalized tour: then the next day just meandered around on our own. Liz was professional, knowledgeable and flexible to our interests.
Great Walking (or driving) Tour with Liz: http://www.realenglishtours.com/index.html
Enjoy Montevideo and any other areas of Uruguay that your time allows.
