Help to choose: Brazil, Colombia or Costa Rica

Hello,
I and my boyfriend are planning holidays for 2 weeks at the end of February and beginning of March. We are considering 3 countries: Brazil, Colombia and Costa Rica.
We would like to do 1 week of active travelling, parks, hikes, cities etc and 1 week more calm beach type holidays possibly with some sightseeing as well.

Which one among these 3 countries you would advice for our purpose?
- We are concerned about covid restrictions as well, would prefer not to wear masks outside, where the rules are the most relaxed
- which country is the safest one, it's not a number 1 criteria, but would be interesting to know

Thank you!

Well, if your main goal is relaxed mask rules, then Brazil with it's famously COVID-denying President Bolsonaro is probably your first choice. Interestingly, it also is rated a Level 3 risk rather than Level 4 risk by the State Department.

I am a bit late to the thread. Where did you end up going and how did it go? I was going to suggest Ecuador due to my bias, but am curious what you went for.
