Inside Quito itself I just used the Hop On Hop Off bus that runs all day. It is narrated in English as well as Spanish.

I understand there is a walking tour done for tips, I saw one group out but didn't go with them. Perhaps this is the one

If you are talking about a car and guide to go to Otavalo, etc, perhaps someone else will weigh in. I know Grayline does a bust tour. I wound up taking the regular bus to Otavalo and then doing a tour with Runa Tupari.

LOL, Grayline does a bus tour. Although maybe it is also a bust.

The walking tour that migb mentions is terrific! We thoroughly enjoyed it, and we were fortunate enough to be a small group that day.
