Morocco Attire

Could someone please advise if men, when going to upscale restaurants in Marrakech and Fez, for instance, wear jacket & tie.

Can't be specific about Morocco, but the Middle East is relatively casual. Still doesn't mean that some places might require jacket/tie. When I've traveled with a male companion, the jacket/tie was always packed... just in case. Light=weight jacket doesn't take up any more room than another piece of clothing, and the tie, no room.

Let's see what others have to comment.

I am quite sure not. Jacket and tie is not Moroccan dress in any case. A nice shirt with slacks is certainly enough. Jackets are rarely the thing in warm climates but if you're there in winter you might like one for the warmth. When I traveled in a group with men along none wore jackets if I recall correctly.

A nice pair of pants with a dress shirt is sufficient throughout Morocco.

The moroccan national dress is called jellaba;the locals wear it in special occasions-this is just for information purpose-
but concerning your question there is no obligation what so ever here in morocco to wear any special type of clothes whenever and wherever ;you can wear what ever you like.Morocco is different and more open than most of the other arabic and muslim countries.
