Current carry-on rules listed.

The link is woefully inaccurate.
There ISN'T a one-bag rule in Europe, and there aren't any special rules for Heathrow.
If this John Bermolnt bloke is charging for his duff advice, he ought to be taken to court.

If the site really was updated in March, then it's even more inept than I thought. The EU had decided by March not to go ahead with the one bag rule across Europe.
And there were never "special rules" at Heathrow, as the site claims. Britain has special rules: but Heathrow is just onme airport, and the site was seriously misleading for anyone planning to use other major international airports here.

The British government wants to keep it in Britain (though few Britons agree). Most of the rest of the EU dislike the idea, and also think it's pretty nifty if Britain puts its airports at a competitive disadvantage.
A press release from the European Commission earlier this year said (as is the way of these things) two quite different things.
1. The Commission has asked for a report on the issue to be presented to by December 2007. A decision will then be taken. If they agree, the limit would be imposed in earlyish 2008
2. However at the same time the Commissioner for Transport said "We feel that it is in the best interest of European citizens to postpone the introduction [of the limit] until May 2008".
Looks like he's decided already, but maybe there's a translation problem.
