NYC, I assume. 2 Penn Plaza sits atop Penn Station on 34th Street/7th Ave.
NYC has three main airports (LaGuardia, JFK, and Newark). The closest airport is not necessarily the most convenient, but for that particularly destination (and only because you have to drive literally all the way across town), JFK and Newark are more convenient in my opinion (but only if you plan to take public transportation).
You can take the Airtrain/LIRR directly to Penn Station from JFK and walk literally upstairs to the building. Of course, this is not convenient if you have a lot of luggage, but the cost is $10.
From Newark, you taken the Airtrain/NJ Transit directly to Penn Station and walk literally upstairs. Again, only convenient if you have no luggage. The cost is a little more.
Taxis are about the same cost from either JFK or Newark, but the trip from JFK will probably take longer.
A taxi from LaGuardia is cheaper than from either of the other airports, but you have to cross midtown, so it depends on the time of day. Airtrain from JFK can be faster than a taxi from LaGuardia during the busy midday period, when city streets are packed.
You can also take an airport bus from either of the airports.
