Topless Sunbathing?

Is topless sunbathing permitted in Puerto Vallarta? Do the hotels allow it on their private beaches? What about the public beaches? I am used to the Caribbean where
it is common. I would hate to be doing something illegal:)
I've made many trips to Puerto Vallarta and have never seen any nude bathing on any of the beaches. Trip before last Oct - Nov 99, I saw a European couple removed from the beach in El Centro for topless bathing. There may be some private establishments, but I don't know of any.

In general topless is definitely a no no in Mexico. In fact it could land you in jail. It is considered to be very offensive to our culture.

I have read that it is actually illegal on all the beaches but is "permitted" on some. It is probably permitted more where there are many European tourists. I know it was very common in Playa del Carmen and other areas around there.

I have been to PV of 10 times and topless sunbathing is normal.
