?'s on ATM and Calling Cards in PV?

Looking of advice on the best way to make phone calls to the US while in Puerto V., (purchase them in the US or wait and buy them in PV?) also are additional fees applied when using a debit/cash card or a Visa while in Mexico?

For withdrawing from a checking account, if there is an ATM charge it will be the "international transaction fee" from your own home bank, not from the Mexican bank/machine.

I'm not certain about Visa charge cards, but be warned many of the small shops and restaurants especially in Old Town don't accept them (because of high cost to merchants) or add on the service fee to the customer.

You can purchase phone cards at the pharmacia to use in the pay-style phones along the street.

Better still unless it needs to be a conversation, arrange to correspond by email. There're internet cafes all over and they are very inexpensive.
