Can we buy Peruvian NS here in North America, or is it a restricted currency?

The sol is not restricted, but if you can find them, the rate you would get outside Peru would be so poor, that you'd take a real hit. Wait until you get there to exchange.

You'll find booths to change money in the baggage claim area at the airport in Lima. Their rates are pretty comparable to what you'll find at a bank in Peru.

Thanks, I appreciate that - good point on the rate, perhaps I should use the ATM, I'm sure there would be one somewhere at the airport!

Just some advice - call your bank ahead of time to let them know when and where you will be traveling. Check out your service plans. I upgraded mine and that greatly reduced any fees associated with using the ATMs; then when I returned, I changed back to my regular service plan.
