The Hotel Villa Caletas is actually rated a bit higher than the Best Western.

Jaco is not my favorite beach. But we do get the occasional request from folks wanting to go there. We usually recommend Villa Caletas or Club del Mar.
Villa Caletas has been mentioned here. It is a beautiful hotel, but I would not consider it Jaco. It is located probably 20-30 minutes away, way up on a hill. Great views, rooms, pool, and restaurant. But not convenient to the beach. Although, the hotel does offer a shuttle.
Club del Mar is closer to Jaco. It is located on the main highway, and has a beach directly in front of the hotel. I am told that the swells in front is great for beginning surfers, but I haven't tried it. Very nice hotel for the money. Only about a five minute drive into town.
There really is not much in Jaco that I recommend. I hate to be critical. But I have always thought of this beach as a little bit of a surfer's ghetto, and the hotels there tend to cater to the lower priced trade. Plus, this is the closest "real" beach to San Jose. It gets a lot of day trippers, and the beach can get dirty.
