the diving is pretty gosh darn good there. plenty of dive shops. though from most beaches you can snorkel in crystal waters.

From Playa del Carmen itself, the snorkling isn't that great - that's my experience anyway. The waves have been too big. However, you can easily go to Cozumel or a little further south to Akumal and other areas along the coast.

There is very good snorkeling in both the ocean or cenotes in the Akumal/Tankah/Tulum area. IMAX film "Amazing Caves" was filmed at Hidden Worlds just a little north of Tankah.
Casa Tropical (pic taken while snorkeling out front of villa)
http://CasaTropical.com

Hidden Worlds snorkel & dive tours of cenotes
http://hiddenworlds.com.mx/

Xel-Ha
http://www.xelha.com.mx/
You can take a short trip near XCaret (20 minutes off Playa Del Carmen) and do some great snorkeling. We took a 3 hour tour within a reef that was ripe with all sorts of fish, coral and lobsters. I did find that the underwater life was not as colorful as others reefs I've visited but t was quite enjoyable.
