hi, right, you can rent a car though over new year the traffic tend to be chaos so Id suggest either getting a coach, getting a driver to take you ( will cost around RS350 -US$180), organizing transport thru your hotel. In Buzios you wont really need a car, you can get around by taxi or rent a buggy, much more fun and easier access to beaches. Buses will cost around R$30 and will take around 2.5 - 3hours. The trip is not well signposted after you come off the toll road so wouldnt recommend doing it yourselves, plus not in too great condition. If you need a driver I can recommend you

buses leave every 2 hrs as from 9:15am, from Rio to Buzios, take around 3hrs. Could be longer depending on day as approach new year as many many people travel to this region then, so could take an hour or so more.

I used a van service last November. They met me at the airport with other travelers and took me directly to hotel in Buzios. If I recall correctly it was about 30 USD. I took a bus back from Buzios to Rio and it was about 10 USD. Both were clean, safe and worked out well.
