Many places offer them, they aren't uncommon. Some use mango juice, some the actual fruit. I've had them at various palapa bars down on the beach at Playa Los Muertos, and at a number of restaurants in town. buena suerte!

We ate at Si! Senor about five blocks from the Malecon. It is terraced against the hillside - very well landscaped and romantic. My wife had the broiled swordfish and I had the mole'. Not cheap, but affordable. They do a nice tequila drink with the sides of sangrita (spicy tomato juice).
We thought the Rio Hotel had some awesome guacomole - a great stop while walking the strip for a quick bite.

Re Mango Margueritas - my favorite fun place was Langostino's (next door to Playa Los Arcos. HH is 5-7p and you get 2 for USD 3.50. A little fancier MM can be had at La Palapa, a little bit further down the beach. The best part is sitting at a table on the beach, feet in sand, sipping a MM and watching the sun set.

Also Coco Tropical on Los Muertos Beach has good margaritas of all flavors. Langostinos is fun sitting on the beach with your favorite flavor drink. I always recommend PiPi's restaurant for good food and HUGE great tasting margaritas. (On Pipila about 4 blocks up from the ocean). Carlos & Charlies is fun for people watching to music.Walking the Malecon or sitting on the Malecon benches is the best "people watching" area.
