"Dried" Insects/Butterflies okay with Int'l Customs?
Is it okay to bring back dried, encased, framed insects/butterflies/bats from South America?
or are they considered insects for custom purposes...which might then be declarable and maybe even not legal.

It all depends....
There are several different U.S. government agencies that promulgate rules about what can and can't be brought back, and the customs officers at the airport or border may interpret the rules differently than you do.
I recommend getting official information from U.S. government sites so that you at least have an idea what is and isn't restricted. Here's a good site to start with:

With insects, it's usually the risk of introducing some type of disease or microbe that will damage agriculture. But read the rules and see for yourself...
