Yet another cell phone/phone card question
Friends will be traveling in Germany and Portugal. Their daughter will be in Europe at the same time, but traveling separately. The DD has a "traveling" cell phone that will work in all the countries she'll be in (she got it from ekit), and has free incoming calls. My friends' home cell phone is with AT&T. Is there a phone card she can get that will allow her to use her AT&T cell phone while in Europe to call her daughter's cell phone more cheaply than paying AT&T's international roaming rates?

As long as one uses an ATT SIM card, I don't see how one can avoid paying the ATT international roaming rate. Even if one uses a phone card, as soon as the phone with the ATT SIM card makes a network connection, it starts accumulating the international roaming charge. Any phone card usage is on top, not instead, of the ATT roaming charge.
For usage model requiring a few minutes of usage, their setup is really not that bad. It is when they start talking tens of minutes, as if they were still at home, then they can get hit with a high bill.
There are many options, but they need to think about their usage model. If the calls can be restricted to be made from a hotel room or a pay phone, if they can find one, a cheap local phone card is a possibility. If they have a device that can run Skype, then using the Skype is another option, if they have an access to a high speed internet. They can get their ATT phone unlocked, presuming it is a quad-band, and use a local SIM or other SIM with lower air time charges. They can also buy a cheap prepaid phone locally.

Thanks for that info about the roaming charges. I think I'll just recommend they talk infrequently, keep the calls short, and just pay the AT&T bill (that's what we did in both Prague and Berlin a few years ago when our DS was in Italy, and again in Egypt a couple of years ago, when some of us were in Madrid and others in Sharm). You can buy minutes from Onesuite and use it in Israel and call US and other countries as well. You can even let someone use it to call Israel from US.
