I second the London-Paris-Normandy (with 1 base and a car)-Bruges (fly out of Brussels) itinerary. It's busy but not exceptionally crazy.

yes, LR, why Belgium? Brugge [or Bruges] is great but touristy, the moules frites are beyond compare, and the beaches are vast, but compared with a lot of the rest of europe, it's not a thrill a minute - and you did want the world's BEST 2 weel itinerary, didn't you?

others have counselled against too many changes of base, so I'll jsut echo what they have said - in 2 weeks, three is really the maximum unless you want to waste a lot of time just travelling from place to place. and a lot frpends of the time of year - places that are nice in the spring may not be so good in summer and vice versa. [having said that, most paces are nicest in the spring, though some are good in autumn]

Spring Itinerary

Fly into London, Eurostar to Paris, train to Amsterdam. [for the tuplis - a MUST SEE, IMHO, and who can resist Paris in the spring?]

Summer Itinerary

Fly into London, train to Portsmouth, ferry to Caen, pick up car, tour Normandy, then drop car in Rouen and either train to Paris, or train to Brugge. [in that case, fly home from Brussels].

have a great trip.

PS - if you hadn't specified northern Europe, I'd ahve suggested flying into Venice, but that's just me.

For Normandy, we took a train from Paris to Bayeux and booked a 7-passenger van tour, recommended by the hotel, of the beaches. It was a day-long tour with an excellent guide and was very comprehensive. We spent two nights in Bayeux and saw the tapestry and the cathedral. It's a nice small town.
