L. L. Bean has a great water repellant jacket with hood for $60. I have one and would recommend it.
Forget the water repellent shoes. I have some of those too and they don't seem to work much better than the gore-tex ones.

We were in GB and Wales 2 years ago in the fall. Many times it rained overnight or in the morning, but stopped by the time we were finished with breakfast. Twice it didn't stop until afternoon.
Just be prepared. We're going to Ireland this fall and I have just bought a nice hooded Gore-Tex long jacket.
If you plan on any travel in these areas in the future you will use the rain gear. Or if you go to Alaska sometime or the Pacific Northwest, you might use them. And who wants to sit in the car or someplace on your vacation to stay dry just because it's raining?

That LLBean jacket is on sale this week on-line for far less than your Travelsmith one.
I have had my LL Bean raincoat with detachable hood for 12 years now...it has visited 5 countries and is still in great shape.
Forget the rainproof shoes unless you are literally hiking.

Some years ago, I did a house exchange in Edinburgh and it included the time of year you mention. It rained every day and on two particular days, I could have kyacked down our street. I would suggest buying a good waterproof coat that you could use at home and to buy a pair of rubber Wellington boots in the U.K. You can buy these everywhere and if you buy green ones, you will fit right in with the "county set". The other possibility is to buy a pair of golf shoes and take out the studs on the bottom. You can easily replace these on your return.

Here's some good news - the weather here in [SW] england is awful at the moment, and has been since forever.
so the chances of your getting good weather in late sept-early oct are pretty high.
but bring your mac, just in case.
