Why is there a special tax exemption on Rhodes as compared to the rest of Greece?

Hello.

I had read this someplace on the Internet yesterday. It seems a little strange to me. Does anyone know any information regarding this? It said that imported products to Greece are less expensive in Rhodes. Also, if this is the case, any suggestions on what to buy and where? I'll be on a budget.
