There are lots of hotels in Pontresina, from B&B to five star. It would help if you could give an idea for room rate (it's always breakfast included, often even dinner). I personally have stayed in Hotel Engadinerhof e.g., a two star hotel that easily can be classified as three star and which is very good. With excellent views, btw, if you ask for view explicitely.

(Which, btw, is also possible in Sils-Maria. Houses in all the villages in the Engadine are built close to one another, it's a traditional thing. With exception of hotels that were built outside the villages, like Waldhaus Sils e.g.) So you need to ask for rooms with a view during reservation process.)

Yes, I would stay in one place for all the five nights. You lose too much time with changing your hotel, I think. It would only be recommended to split your stay between Upper and Lower Engadine if you want to spend two full days in the Lower Engadine - driving the distance (one hour each way) twice would be nonsense.

As for views, Guarda wins hands down over Scuol. Pick Hotel Meisser then and ask for a room with a view (south facing). This village nestles high up on a sunny terrace, Scuol is much lower, almost on the valley floor. My only concern would be that Guarda is tiny, Scuol is a small town with groceries, bakeries, shops, spa, banks, post office, pharmacy ...

I personally think the views from Sils are better than from Pontresina. Btw, how much time will you spend in your hotel room? Frankly, just step out the door of your hotel, take a five or ten minutes walk and you'll have the most amazing views.
