Where should I go in Europe to see as much as possible in 9 days?

The cities you have shortlisted are not the cheapest in terms of accomodation costs. You could quite easily visit central and eastern Europe on that budget using airbnb though. In fairness to London there is a ton of free stuff to do once you are there, but in terms of board those cities are all in western Europe and thus at the pricier end of the spectrum. I think if you stick with your proposed itinerary it'll have to be hostels tbh. If you are quite happy with that, no problem.

Nine days, hm? Never been to Europe, want to do this independently...
The point about limiting travel is a good one. Keep your journeys short and easy. To see "more" I suggest one big city and then some smaller places that can be seen more easily and quickly.
What about this?
Paris (3-4 nights) - Luxembourg (1-2 nights) - Trier or Cochem (2-3 nights) in Germany. Some trains cover the route to Trier in only 3.25 hours! You'll see 3 countries, hear 3 or more different languages. You'll have a nice mix of city and smaller places and some nice scenery as well, especially if you continue on to Cochem. Fly home out of Lux or FRA.

Greece is cheap and you could see quite a lot in 9 days. I'd suggest 4-5 days on islands, 3-4 touring the Peloponnese and the last day or two in Athens.
