Rule #1: Nobody knows for sure.
For a November fare, my best guess would be that really good fares probably won't begin appear on most carriers until around mid-July. I picked up a November fare to Europe last June that ended up being very close to the lowest fare for the dates involved, however. (See Rule #1).
