When does the Eiffel Tower sparkle?

I have noticed in shows like the Bachelor that the Eiffel Tower sometimes sparkles at night. Can someone please tell me when this occurs? I have searched and have not been able to find a clear answer.

When we were there in September, it sparkled on the hour for about ten minutes.

We were there in November and our experience was the same as nukesafes. Truly a beautiful sight to see.
