Leonora-We purchased our open jaw tickets to Italy several months ago (we are traveling this September) figuring pricing wasn't going to get much lower (and it really hasn't for the route we desired). $877 (including tax) for open jaw-Chicago to Munich, Munich to Milan, return from Venice to Frankfurt, Frankfurt to Chicago. Answering my own question... Ryanair is currently offering fares of <b><font color="red">0.00 GBP</red</font></b>, before taxes (which do not exceed about 10-20 GBP) to at least three destinations in Italy: Pescara (from Stansted), Bergamo (from Liverpool) and Pisa (from Liverpool or Prestwick).
Hard to get cheaper than free.
From other continents, of course, the lowest fare would be quite a different question.
