WHAT IS THE Least Expensive Way to Book Hotels?

I plan to go to Europe (Spain & England). If I know where I want to stay, what is the best way to get the lowest rate. IE, website, travel agent, entertainment club, airlines, direct thru hotel? Any one know?
We recently booked hotels in Edinburgh, Liverpool and London by using www.infotel.co.uk. It's free, and they give personal replies -- I'd recommend it. A suggestion for London is the Crescent Hotel, on Cartwright Gardens, in Bloomsbury. About $85 double; very nice, great location.
Do you use American Express Platinum card?? If so, you can go thru their travel desk, and get dscounted rates on better hotels. They recently helped us a great deal for a last minute trip to Norway, and we just used them for upcoming trips to NY and Phoenix.
