Whoa. Where did you get the idea that BofA charges 3% for ATM withdrawals? That's what they charge on their credit cards for foreign purchases, but it is my impression that regular ATM withdrawals are only 1% from BofA, plus a fee of up to $5 if not from a partner bank. In fact, while there was supposedly a 1% charge on my withdrawals this summer, the rate seemed to always be 1% below the base that was used for my other credit cards on the same days, so it really came out NO charge.

Ah. That explains why the information is wrong! Really! I have little doubt that he is confusing their credit card charges with the ATM charges.
Meanwhile I should have pointed out that the seemingly discounted exchange rate I got this summer on my ATM withdrawals might have been because I have an Advantage account with BofA and it may be a benefit. No one seems to know for sure, and I'm not about to create waves to find out why the withdrawals cost me NOTHING.

OK. I just got off the phone w/ BoA customer service. Here's what they told me:
Using my checkcard to withdraw from an ATM they would charge me a flat fee of $5.00 plus a 1% international transaction fee on the amount taken AND a 1% foreign currency conversion.
If I purchased something using my checkcard they would charge 3% transaction fee and a 1% foreign conversion fee.
Why does this have to be so darn confusing?

Interesting, then they've added another percent since this summer to the charges on ATM withdrawals.
And they've added a percent for a total of 4 on credit card transactions? I question if your person is still wrong, and they mean 1% from Visa plus 2% from them for a total of 3%.

duh, sorry. Yea that whole 4% thing relates to "checkcard purchases" not credit card purchases. So in other words, they charge you a percent more to use your debit card (checkcard) for immediate withdrawal of funds from your account, than they do for using a credit card and "lending you the money" for free for 30 days or more. Something doesn't make sense. Ooops. Yea, I forgot -- we ARE talking about BofA.
