In theory they are the same, but they may be slightly different when it comes to earthed sockets.
Basically as Dukey says you need a two round pin adapter.
There are oodles of websites which will show the sockets/plugs in detail.

Just looked on ribeirasacra's website:
Belgium: type E
Netherlands: type C and type F
Luxembourg: type C and type F
But it does say that a type C plug can be used in an E and F.

It depends on the shape of the C plug whether it can be used in an F socket - it must be able to accommodate the earth. So either be narrow - just the two pins or better still have two semi circles cut out to avoid the earth.
I have used both C and F in an E socket in France with no problems.

There may be some confusion because I have heard that in southern Europe they use a similar type of round 2-prong plug but with slightly thinner prongs. In fact, I have in my possession the southern Europe version as well as the northern Europe version, and it is sometimes a pain to keep the southern version in the wall as it's loose in the adapter plug. I don't think this cancels out what you have found out above, just maybe explains a little further.
