We've just planned our fourth or fifth trip to Vienna and we've alloted 5 days--4 in the city with a day trip to the Wachau (Melk and Durnstein). We've never spent more than a whole day in Milan. After you've seen the cathedral and the galleries (and the Last Supper if you can manage to get in) you've pretty much done it.
