I just called the authorities at Raileurope and they say the German Twinpass has printed on it that either one of two may ride on the train with the pass 1, meaning one of the two or both can ride - this is on the pass. It does say both must be present to activate. So much for the Dresden station - i again feel the question wasn't phrased right. The conditions of the pass printed on the pass itself say it's OK. Buy two single passes if you like and waste $65 each if you're not comfortable with what the actual pass says!

Or just pick out someone who looks like s/he might be traveling with you, sit down and tell him/her that the transportation is on you. Then show the conductor your pass for the two of you!

PalQ--or it might mean that it doesn't matter who carries which pass. Very unclear.

tarocake: I would like to comment on one of your original questions. A few years ago, we flew into Munich with the intention to take the train immediately to Salzburg, stay two days and return to Munich for 4-5 days. After arriving in Salzburg and walking around for one day, we cancelled the return to Munich and stayed in Salzburg for a week. We can't wait to return to Salzburg. Gradyghost
