Good warning not to use a "Eurobank" ATM ... Most of the ATMs in Athens & elsewhere are Alpha Bank & Piraeus Bank ... Eurobank has been going through many changes of ownership, passed around like a hot potato between various financial entities .. this latest news is a good reason to stick with the other 2 ... which at least don't seem to close down the whole transaction if you decline DCC.

Sorry for error, careless reading ... I think the answer is just to keep trying different ATMs and declining the DCC option, until you get one that works for you. There are many options in Athens, and several in most islands.

Here's a WARNING!. We have been using a Citibank Visa transaction Card for several years. Fine until fraudulent transactions from Turkey started after our return. (we were not in Turkey ) Now 5 months later and countless unreturned phonecalls to Citibank we have had a small percentage only returned to us. They say they have to recover the funds before returning them to us. Visa disclaims anything to do with it blaming Citibank. They sound good until you try to make a claim and then they disown any responsibility.....

Charles Schwab charges no fees for any ATMs anywhere in the world. They are great to bank with - no fees, no minimum balances, and awesome customer service. I had no problem using my debit card all over Greece this spring.
